Stunt drivers, spectators, and a ring of fire are interrupted by cops with tire deflation devices in Lincoln Park (video) – CWB Chicago

At one point, a fan pours a large circle of gasoline in the middle of the intersection. Spectators hurry to get inside the ring of fuel, and one of them lights it on fire. Drivers begin spinning circles around the crowd, which is surrounded by flames.

A heavily armored vehicle outfitted with a powerful water cannon parked for all to see would be something to consider. Put out the fire and knock the participants down in one fell swoop. I’ll bet it won’t have to be done more than a couple of times.
