.The hurdles to pension reform are virtually insurmountable. Legislature and then the courts will stop it from happening and the voters who remain (by and large) have never understood the problem. Federal bailouts will forestall inevitable insolvency. Unless federal law changes, the “state” won’t approve municipal bankruptcy. In fact the state could well assume local pension debt because federal law does not permit state bankruptcy. I suppose futility is no reason not to keep trying for pension reform but I suspect the proponents will gradually become discouraged and demoralized.
