Even when the next phase is completed, only 300 units at Lathrop will be reserved for public housing residents — a loss of 625 units from 25 years ago, and 101 fewer than the CHA is obligated to produce under a federal court settlement.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
