Governors have another incentive to extend states of emergency: The Family First Coronavirus Act, enacted in March 2020, increased food-stamp benefits subject to states of emergency at the state and federal levels. This is one reason average food benefits nationwide have doubled during the pandemic.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
