Very good analysis by the Contrarian, but I doubt the Mayor will do any of the three. In particular, throughout his career he has never promoted any program that rewards true merit. He is more likely to give everyone the same rank and let district decisions be made by vote.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
