The value of the property has little to do with the cost of services provided. The physical property needs only fire and police and nothing else. The occupants need 911. The building does not go to school or uses the park and most services that are provided are way to expensive. If property is the main source of revenue then all should be valued at $2 or $3 or $4M+.
