Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. The state’s existing buyout program for its own pensions is the precedent for Chicago, which should be a warning: Look out for similar exaggerated claims and shoddy analysis.

Thank you to Wirepoints for linking this article. Mr. Loury is a brave man to have delivered this lecture, and in Boulder no less. Sad that nowadays it is brave to offer an alternative to the dominant narratives.
I never read so many words, sentences, thoughts, analyzing problems WITH ZERO POTENTIAL SOLUTIONS.
He repeats again & again that he’s an elite intellectual, but doesn’t use his intellect to offer up ANYTHING (except stop blaming Whites and work harder). What if there are no jobs? What caused that? And who is taking the low-skilled/unskilled jobs? Why is there so much crime and how can it be reduced? I could answer those Qs, and I’m no elite intellectual.
And he clearly never read Strunk & White’s “The Elements of Style”; he is wordy beyond belief.
Maybe the problem is just that you don’t like his solution, personal responsibility for behavior.
Just to say or write that, is NOT a solution. Real solutions would require City Council, Mayor and others in positions of power to think of MANY ideas and actions, and then TRY THEM, actually DO SOMETHING. Such as: Prevent illegals from getting jobs from our citizens, incentivizing work, more, for our citizens, taking on school and police unions to free up money that can be spent better, such as paying $10 or 15k to high school student graduating without fathering/ mothering a baby, maybe $5k to middle school kids who test at grade level, develop part-time jobs for high… Read more »
The article is correct, and presents solutions: Be responsible and take care of yourself. But you are also correct, there are zero suggestions for implementation of the solutions. And quite frankly, the underclass nature of Blacks is not an easy problem to solve. I want to see it solved, I really do, I want the best for everyone regardless of race or color, that is what America is about. Sorry but I don’t believe that writing a paper and giving a speech, with advice to do this and that, is a “solution”. If that’s his and your solution, then how do you “implement it” ? My Comment had ideas and suggested ACTIONS. For starters. Giving advice like Be Responsible, do your homework, don’t have babies as teenagers, don’t break laws, get a job and work hard. Maybe put on Billboards around town, and the problems will begin to be solved?

Bottom line Debtsor: The penalties for bad behavior must be MUCH more severe, the rewards & $ incentives for good behavior must be significant, the illegals getting low& no skilled jobs must go to zero, ILL must stop being a sanctuary for illegals, and the tax & crushing regulatory system must be improved. No speech by an intellectual will make a spit of difference. It’s up to Mayor, Gov & city council, and just like Baltimore (i live in Annapolis) it will not change for the better! No “solution”, no amount of additional money thrown at the problem, will work without first acknowledging the cause of the problem. The pathological culture of the inner city must change. What a thoughtful lecture, and a real broadside at the shallow arguments put forth by many, particularly those in the majority in the academy. I would like to hear a thorough response by them, point by point. However I expect cancel culture games or shrill shrieks.
