Uptown viaduct fire reminder of hazards to homeless: ‘There really is no peace’ – Chicago Tribune/MSN

One neighbor thought the woman had set fire to her tent because she’d overheard others planning to burn her things and decided to do it first.  Another neighbor thought she did it because she couldn’t handle the rats running around her tent.

Homeless encampments are not suitable use for public right-of-way viaducts. Obvious big safety hazard for motorists, pedestrians, and squatters themselves. Obvious legal liability issue for City of Chicago too. Blame Mayor’s Office and Streets and Sanitation Department for benignly tolerating such illegal trespass and unauthorized use of public property by squatters.

Wait for attorney to sue city on behalf of squatters, for failing to ensure their safety within public right-of-way.

All encampments under a viaduct should have fire extinguishers mounted on the walls.

Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension.
