A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
Representation should be based on citizens. not residents. States like California and NY are over represented in the house and electoral college because of non-citizens. It makes no sense to give California so many electoral votes – representing voting citizens – simply because it has more non citizens.
