By: Mark Glennon The Chicago Tribune ran an article linked here about “fetcher bills” in Springfield — a problem that’s rarely reported but all too common. The less ethical among lobbyists will introduce a bill hostile to the client of one of their friends, never intending to try to pass it, so his friend can claim success defeating it and charge the client. It’s a waste of the legislature’s time and a means of shaking money out of businesses and trade associations. If you doubt that happens, ask an honest lobbyist — and, yes, there are lots of those, too.
