Our state pension crisis is nearly always quantified by the press as a “$111 billion unfunded liability.” What’s most conspicuously overlooked is that, thanks to the Illinois Supreme Court’s decision in the Kanerva case last year, lifetime healthcare is also a constitutionally protected benefit for Illinois pensioners that can’t be diminished or impaired.
