If anyone thinks no integrity Joe Ferguson will investigate anything fairly, think again. He refused to investigate the police lieutenant scandal because Rahm didn’t want to upset the many politically connected black cops who cheated. The evidence was clear, Joe passed and Rahm rewarded him with a contract extension and increased staff.
