Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. If anyone thinks no integrity Joe Ferguson will investigate anything fairly, think again. He refused to investigate the police lieutenant scandal because Rahm didn’t want to upset the many politically connected black cops who cheated. The evidence was clear, Joe passed and Rahm rewarded him with a contract extension and increased staff. Ferguson has continually refused to investigate corruption in city business under Rahm and now Lori. Lori kept Ferguson because he does what she says.
