Very few of those WHO WERE ARRESTED are from elsewhere. “Outside agitators,” if any, are probably skilled, know how to dress anonymously, and run fast enough that cops didn’t catch them. Or, possibly, they’re working in coordination with the cops and get released before arrest processing.
It doesn’t take much to get a mob riled up. Once the shouting starts, a quick exit becomes easier.
