Just my opinion- The way Foxx is lax in prosecuting and ultimate sentencing or lack of is that criminals not not being judged by what they do today but how they were prosecuted much more harshly in the past. Simply put if you are someone of color you would have received a much longer sentence for even a minor crime than the sentence you would get for the same crime if you are white. If this bill passes, say goodbye to local control over all Illinois parks and expect to see open drug and alcohol use, needles, no sanitation and fire hazards, but no ordinary park users.
