Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. The once beautiful Marquette Park neighborhood attempted to do this three decades ago. The residents agreed to pay an additional tax increment to hire private security to patrol, as adjoining neighborhoods deteriorated. At that time the area had the largest population of mostly elderly, Lithuanian residents, outside of Europe.
The bill languished waiting approval for ten years, before it became reality. By that time the damage was already done. Real estate values plummeted, businesses closed, Residents died off and their heirs sold off the properties for whatever they could get.
