New Program Asks Landlords To Rent Vacant Apartments To Folks In Need – Block Club Chicago

Chicago Rents offers incentives to property owners such as timely payments on behalf of the resident and referral bonuses if they rent affordable apartments to low-income residents. The initiative works with three housing programs, funded from the city, state and national government.

Renting an apartment to a “homeless” person who has been staying with relatives and friends, and is employed, is a reasonable ask, if rent guarantee is made available for term of lease. Renting an apartment to a “homeless” person currently living “unhoused” on street, with significant unaddressed mental illness and/or substance abuse issues, is a recipe for great disappointment and likely long-term problem tenant. Far better solution for “unhoused” folks is supervised group home with specific mental health programs incorporated into housing plan, to address the underlying mental health and/or substance abuse issues. “Folks in need” is a euphemism for bottom of the barrel tenants with bad credit, inconsistent cash flow and a propensity toward anti-social behaviors, like loud music, multiple pitbulls, marijuana usage 24/7, and degenerate teenagers roaming the building all hours of the night? I have a relative who rents and has always lived in working class apartment complexes, and he constantly laments that his ‘community’ are little more than tweakers, drunks, fiends, methhead, dope smokers, single moms with criminal deviant children, wife beaters, police constantly coming around.
