What they SHOULD do it apply a 10% SERVICE (not tax) fee to all public pensions paid to non-residents.
You made you big bucks here, your huge pension, you should contribute back to the state by living here if you don’t pay the service fee.
As Mark stated, you can’t legally do that. It violates federal law. I do have a solution for your concern about the progressive tax not passing. When the GA is serious about getting this passed they can pas a flat tax increase that only goes into effect if the progressive amendment fails at the ballot box.
