Beg Trump to put his Wall St. Pro bono firms to work up the Federal Court challenges. Challenge pensions, property taxes, sanctuary cities – the whole litany. Give them a success fee payable from federal payments to state and local entities in IL. Do it now while Trump has court majority. Perhaps there’s a way yo bypass lower courts (suits between states?) before the rest of the country lines up with NYC.
