Pritzker needs the green energy bill to tout to the nation as he readies his presidential run. The high bills and shortages he figures will not happen until after his run leaving the Illinois populace to suffer along. To Pritzker, its all going to plan.
Of the 8 possible Democratic candidates for president as of now Pritzker is ranked number 4 with a 6% favor ability, Daily Beast, and yes he is trying to expand his base, not waist lol.
