State officials previously said Illinois would not adopt the federal exemption, citing concerns that exempting gratuities could create an unequal tax burden.

A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
A Tax on Pensions would help all working taxpayers. Increasing pension costs is a main reason for tax increases, they should be happy to contribute.
