Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. SCOTUS just shot this idea out of the water, holding that race cannot be used to draw Congressional districts:

The ruling could also be used to challenge current racially gerrymandered districts in Illinois
Redrawing districts etc. are all slick political maneuvers, yet in the end if all of those tired of blue politicians and their inane policies vote against them, that will be the salvation of IL. Nothing else will change things.
Nor should they be allowed to use party affiliation.
