Is the premise true? Is Illinois really a donor state? I see studies showing numbers all over the place.

No, the story is dead wrong. It just isn’t true that the Rockefeller Institute study or anything else shows Illinois as a net donor to the federal government. Illinois was traditionally a big donor state, but that changed around 2019 to 2022 when Illinois became a net “taker.” Since then, the Rockefeller report shows IL as a net donor only in 2022. The NY Comptroller also does a balance of payments study every year that also shows IL as a net taker in recent years. Both of the most recent reports show IL as a net taker. While I admire your youthful optimism, the ideology that runs Chicago doesn’t want to “cooperate” with the federal govt; it wants to destroy it. This is about power politics vs the rule of law and restoring the constitutional order. Democrats use their unchecked power to empower themselves, and never solve any problems because that is not their goal. . It’s their business model that then leads to perpetual political power . That is all true, but if bureaucrats can be convinced to work with the federal government it would create an invaluable mindset of compromise, and reduce automatic adversity. Maybe.
