Tenant organizers, progressive aldermen and the Chicago DSA advocated for the passing of PRO, or the Protecting Renters Ordinance, which is considered to be a "comprehensive modernization" of the laws in place from 1986.

They said above. Build homes on empty lots. These renters don’t want to pay rent so wait till they see the cost of owning a home

This article reminded me of a brilliant comment by a poster named debtsor who said this back in 2024. See below. A city full of deadbeat tenants will vote for laws that protect deadbeat tenants. It’s as simple as that. People seem to forget that vast swathes of the city, in many places stretching for dozens of blocks at a time, are occupied by low income renters. The small landlords in Chicago are not bosses. They are working class. And they are leaving in record numbers. Chicago landlords are the victims of tenant fraud, squatters, drug addicts, and gang members. Some got out because of the eviction moratorium; others are getting out now because of crazy anti-landlord legislation, long eviction times, no consequences for criminals, and unpredictable ever higher property taxes. When tenant unions are in charge, it will be lights out, no running water, broken A/C, and bug infestations.
