“The first budget plan became irrelevant when an arbitrator ruled in favor of the city firefighters’ union and maintained staffing levels as they had been in the past.” – Were they trying to outsource the firefighters similar to what North Riverside tried? “Eisenhauer’s second proposal called for laying off 16 of the city’s 43 firefighters as a way to balance the budget. Aldermen balked at such severe cuts.” – This kinda sounds like the first attempt. But Danville population peaked in 1970 and is now 25% lower than its peak and I’ll assume industry is down as well.
