this article from a year ago is even more damming about how the cha paid off its pension debit an astounding 9 years more than required ahead of schedule instead of distributing section 8 voucher $–astoundingly uncovered by CTBA,—oophsie, I thought CTBA was pretty much in the JB Madigan camp. https://www.wsws.org/en/articles/2017/02/06/chic-f03.html “CHA’s commitment to spending money on anything besides housing can also be seen, perversely, in CHA’s decision to overfund its pension plan. This trib article from Jan of 2017 completely contradicts Mr. Jones and says it all about the cha (city) sitting on section 8 voucher $ and instead using voucher $ to pay off cha debit. article is even backed by (union friendly )CTBA

Doesn’t IRS data contradict what the bond offering says? Or is that just at a state level vs local level?
