“I think what it says is that the city is not on a good financial trajectory right now when so much of the net appropriations are going towards things that don't improve the city, don't improve its economy,” said Illinois Policy Institute policy analyst Ravi Mishra.

And going much higher. It will soon take up over 50% of the budget. The highest budget in history of Chicago. Spiking pensions is still going on as it has been forever. Cost of a 40 plus year pension is unsustainable by the taxpayers. The rich are fleeing in record numbers and all that will be left is illegal immigrants in hiding. Downtown is dead, the tax dollars collected in the past are no longer there. Make America Great Again.
