“That’s what this budget does, It recognizes the significant obligations of this city, it tells the truth to our residents about those obligations, and it puts really solid plans in place to lessen that burden on the taxpayers,” City of Chicago Budget Director Annette Guzman said.
Sounds quite prudent to me because simply the people of Chicago continuously demand more and more services. To provide those services costs money and therefore they should pay for them instead of expecting statewide taxpayers to foot the bill. There is no money tree; want more programs pay more taxes and the Chicago voters need to pay up for what they voted for.

The city obviously needs new budget officials. Prudent would be trimming the bloated budget, except for police & fire, by enough to balance the budget with existing revenue, which is plentiful. Prudent would’ve been not adding permanent jobs across the breadth of govt based on temporary federal covid dollars. Prudent would be the exact opposite of this mayor.
While I certainly agree with you I think the facts are though that the Chicago voters want more spending and will vote to get it. Of course, per usual, they don’t want to pay for it though which creates the usual line of “tax the rich,” because heaven forbid they have to pay for the entitlements they demand.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
