A pilot program the Democratic-controlled General Assembly passed six years ago was limited to defendants under 21 with no prior convictions for violent crimes and was set to end in January. Under the new legislation, the age limit would be dropped, the probationary period would be shortened and the program would continue indefinitely. There was no debate over the bill on the House floor when it was called during the early morning hours of May 27, moments after lawmakers voted to pass a $50.6 million budget.

I voted for Gov Pritzger but if he signs this bill I will have lost all respect for him—How can all these politicians and community activists keep having meetings on gun control and then they’re ok with this bill?!?!? Has everyone gone crazy?!? What message does give this the gangs -get more young kids involved because there’s no consequences for them—I’m 72 years old and raised 6 children in Chicago all have Bachelors Degrees 3 have Masters degrees and 1 is a medical dr . Beyond stupid. Gun control advocates appear to only want to contain legal gun-ownership by law-abiding folks, and apparently intend to ignore the criminals who operate the unregistered (or stolen) guns that are used in 95% of Chicago’s violent crime.
