Was the state (& gov union) paid for the 1983 transportation “Funding Formula, (EBF)” authored by Ralph Martire/ CTBA? as well ad education EBF and other EBFs? How valid are the EBF for transportation after COVID in the new reality of remote work, remote retail, etc.
