Greater Ashburn residents want to revamp a program once designed to curb white flight – WBEZ (Chicago)

The Southwest Guaranteed Home Equity Program is one of three Chicago programs created under a 1988 Illinois law out of fear white homeowners would flee the city after the election of Harold Washington. The programs on the Southwest and Northwest sides are funded by nominal property taxes collected from every homeowner in their respective districts. SWGHE has stockpiled almost $4 million since its creation.
