State Rep. Marcus Evans Jr. introduced a bill in January to create a “Rust Belt to Green Belt” fund and direct the Illinois Power Agency to buy power from an offshore wind project. The bill would require the Illinois Power Agency to begin seeking wind farm project proposals within 360 days of the bill’s passage.

Hmmmm…….private funding? That implies funding from the private sector will be voluntary?Good luck! I doubt investers will be falling all over themselves to fund the Devante and Chartreuse Power Plant.
If this bill passes, say goodbye to local control over all Illinois parks and expect to see open drug and alcohol use, needles, no sanitation and fire hazards, but no ordinary park users.
Hmm, how much experience do the locals have in off shore windmill construction?
They chose the poorest section of Chicago shoreline. Any other industrial project, people would be howling.
