Based on 2018 audited financial statements, Truth in Accounting gives Chicago an “F” with a debt burden of $34.4 billion; that’s $37,100 per taxpayer. New York ranked last, with $186.7 billion, or $63,100 per taxpayer. The full study is linked here.
So New York City is #1 in per capita debt and has a pension protection clause in its constitution that is exactly the same as in Illinois, but its population has grown over the last 10 years. Like Chicago, New York loses a lot of people to other states, but in New York this is offset by immigrants from other countries and a natural increase (more births than deaths). Maybe there is a lesson here for Chicago, i.e. do more to attract immigrants to come to your city.
How many immigrants are enough for you people? Nearly 15% of America’s residents are foreign born which is the highest its been in a century, which is also the highest its been since the US began keeping this statistical record in 1860. America was less than 5% foreign born in 1970 and it just keeps going up, and up, and up. America in my youth is unrecognizable as America today. A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
