I suspect MAJOR Chicago cultural institutions and public traditions/celebrations may DIE under her watch, which is going to be a major factor in the deterioration you predict. This alone will cause mass avoidance of the city interior by educated, good people, and tourists. From there there is no buffer to general downturn.
