A recent Citizen Action report found that Illinois could save $192 million on state health plan spending in the first year with a PDAB through automatically adopting the first 10 federally negotiated Medicare drug prices.

The mentioned report lacks detail on their calculation of savings. For example, did they simply take the price of the drug (discounted AWP amount) and subtract from it the Medicare Upper Limit and declare the difference “savings”? Did they account for lost rebates on the specific drugs and the likely impact on the total rebates for the State’s remaining basket of drugs subject to rebates? Did they account for likely price increases in other drugs to replace the lost revenue? Did they account for emerging biologicals and/or patent expirations?
