The measure, House Bill 5412, makes primary contractors – those who contract directly with the customer – liable for wages, fringe benefits and attorney’s fees if the subcontractors they hire fail to pay their employees. In other words, it allows a worker with a grievance against the subcontractor to sue the primary contractor to rectify the situation
By this logic why stop at the General contractor and not the owner or client? It’s they that hire the lowest bidders driving cost and corner cutting. Ultimately they’d have to pick reputable, experienced contractors to protect themselves.

Why should one owner be responsible for the business risk of another?

So sad, don’t like this law? Just join a union! At the back of the line, with the least amount of seniority, of course. All the minorities in the back…Haven’t Democrats done something like this before?
If this bill passes, say goodbye to local control over all Illinois parks and expect to see open drug and alcohol use, needles, no sanitation and fire hazards, but no ordinary park users.
