When a city, county, state, utility, etc. wants to increase a cost to the residents/taxpayers, a good rule of thumb is to add 20-50 percent to the estimate to get a better estimate of the additional cost. In some cases, you’ll need to add a much bigger percentage, but almost never would you need to decrease the initial estimate.

This needs to be blocked. Let utility companies may for their own maintenance. That is the cost of doing business, and these costs shouldn’t be pushed onto consumers.
