Probably saving money for all the lawsuits that would prevail.

This is another place where the buck stops with state government. The legislature should mandate this and give a firm message to the mayor to enforce it, or else.

Perhaps Homie is also uncomfortable with the unilateral authority to spend tax money on illegals, lock down IL longer than necessary, remove an effective crime fighting system like Shot Spotter, enact the disastrous SafeT Act, etc. You know, stuff like that.
