If he knows full well that his program is not going to work, what is his end motivation? Short term fame, pick up the pieces for cheap when it all collapses, etc. Surely he is not thinking he will be the person people point to and say he was the straw that broke this State’s back. His type typically don’t want such a poor legacy.
He’s after a national party nomination for P or VP. There are really no Democratic contenders (except for Joe Biden) with a potential national base. This guy has lots of money and name-recognition among the cognoscenti. Maybe he has some good genes — not to mention inherited wealth. He’s at least as good-looking as Donald Trump and thus far no bimbo alerts. He can blame everything on Rauner and won’t be governor long enough to be either tainted or incarcerated. A veritable Chris Christie but with connections and the backing of organized labor.
