The Hammond development seems to be a win-win-win for the NFL/ Bears, IN, and fans. Also, no ‘success penalty taxes’ in IN for the NFL players. To maximize NFL payroll caps, no NFL activity should occur in IL. At the eleventh hour, Arlington Heights claims an advantage because of needed infrastructure in Indiana. Two important points were omitted. 1) Illinois is currently balking at putting in improvements so it isn’t ready to go – and the increased traffic would undoubtedly overwhelm AH without those improvements. Honestly I couldn’t care less if the Bears stayed or left, but the concern I have is the remaining debt on the remodel job done on Soldiers Field years ago…the City and State refinanced the bonds and kicked the payment can down the road so that now there is still significant debt to be paid ($500M if I remember correctly). The Bears lease termination liability (about $90M) doesn’t cover the debt, so again, the Tax Payer is screwed by a bad deal that was not in the interests of the Citizens. PPF – logical or not, a significant number of people do care about keeping the Bears in Chicago or ar keast in Illinois. Politically the Bears leaving is harmful to both Johnson and Oritzker. I grew up in my grandmother’s house across the street from the Bears HQ in Lake Forest. During the NFL’s practice of blackouts for non-sellout games, we ended up often watching Packer games as we could pull in the Milwaukee tv transmissions being north of the city. I commented that nobody cares (at least enough to swing votes) about disconnected toilets that many here clamor about as if it’s some kind of magical trump card.
As you know, the issue isn’t toilets. Not even worth a discussion. I personally don’t like subsidizing professional athletic teams in any way. Economists who have studied the matter don’t find that such expenditures produce any returns. The concept is that there are x dollars to spend on entertainment by the public and any professed returns on sports team subsidies should be met with skepticism. But that doesn’t diminish the fact that many people deeply care about the Bears. Not an NFLguy myself but it is clearly a real political factor.
