Gosh – Ralph seems to gloss over another item that causes the State of Illinois to be broke all the time. Over spending. What planet does he live on? Please correct me if I am wrong, but his article here seems to suggest that it is a revenue problem caused by a antiquated taxation system. He talks about how the prOgrams are all under funded, but never discusses the performance of those prOgrams or the ridiculous over spending taking place. Seems like he doesn’t want to point out the elephant in the room.
You are correct, he is saying there is a revenue problem and is promoting the progressive left’s “Tax the rich! (Rich = Anyone with a job)” without coming out and saying that. As if there is no other way to balance a budget.

Nice critical analysis, except he forgot to mention a single change he would make. Everyone knows the system is broken– so what are the solutions? Does he mention a single budget cut? No. Any relief for property tax payers? No. Any specific tax increase? No. A single line item to be addressed in the budget? No. So thanks for telling us what we have already know for fifteen years.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
