Tommy Dart got what he wanted. 3 years ago, he said on 60 minutes that “ 1/2 CCJ pop. Shouldn’t be locked up”.
Now, the approx. 3,700 inmates on EM are the highest ever and Tommy didn’t have a plan for staffing these inmates being on streets with ankle bracelets???
