For workforce development to succeed, the people in question must be willing to, you know, work; at least that’s true for private-sector jobs.

Maybe he should fight CTU and CPS to improve education and test scores. That would have the biggest impact. People cannot succeed without a quality education. But socialist Democrats do not want people educated and able to think for themselves.
