What Davis doesn’t know or perhaps ignores is that policing is down. The constraints placed upon law enforcement ( don’t chase, careful whom you pull over, etc) have led to a climate where crime has to practically drop into the police’ lap. Unreported crime = lower crime.

So please explain in how changing from arresting someone and holding them in jail to arresting them and releasing them reduces crime?
