If this change can be actioned due to present ’emergency’ circumstances, then why not other provisions in said same Constitution?
That law probably pertains only to state workers not the general public just like shall not diminish or impair pertains to public employees pensions but not 401K’s/IRA’s/etc for everyday workers. Different laws for different people.
