A money-for-nothing program turned out to be “insanely popular” so the program size was quadrupled and the plan is to expand it.
Cook County Board President Toni Preckwinkle is so proud of her no-questions-asked cash handouts that she went national with an astounding op-ed this week in The Hill titled, “The insanely popular idea that’s taking off in Illinois and across the country.”
“People didn’t need another complicated program with limitations and eligibility requirements…. I am proud that I can say we gave our residents cash,” she wrote. “The program was such a success that we quadrupled the funding…. With the money from the American Rescue Plan Act, we want to give even more.”
The flood of assistance programs during the pandemic, it’s widely thought, is a pilot for some form of guaranteed income or UBI – universal basic income – money for nothing. Preckwinkle’s op-ed is an example of that thinking. “Evidence is pouring in across the country that direct cash policies work,” she wrote. She’s counting on the federal government to provide the cash. “We now have a unique opportunity to build on the national momentum to alleviate poverty by providing direct cash assistance.”

Cook County’s program is called COVID-19 Recovery Resident Cash Assistance. It’s closed for now because it ran out of money but Preckwinkle is hoping that it and others will renew and expand with federal help. Under the program, Cook County sent cash payments of $600 directly to suburban Cook County residents earning less specified income limits – $54,300 a year for a family of three. Those limits did not include other forms of assistance such as housing programs, unemployment benefits or food stamps. There was no requirement for work or seeking work.
As you would expect from an initiative like this, the program contains some other things that make no sense. For example, program materials say its designed for those who experienced financial hardships due to the COVID-19 pandemic. But eligibility is based on income before March 1, 2020 – before the pandemic.
So, if you were getting along before the pandemic but thrown into poverty because of it, you are were out of luck. And if you had things rough before the pandemic but got on your feet since, you would still get your cash.
And the program was open to undocumented aliens as well as citizens.
Let me be clear: I’m all for safety net programs and help for anybody thrown into poverty through no fault of their own, whether before or after the pandemic. But help must be rationally designed. Simply turning parts of the population into government dependents, no-strings-attached, is madness. Assistance programs should be tied to incentives and configured to avoid “welfare cliffs.” That means programs should not be piled on in a manner that makes them more sensible to keep by avoiding earned income.
Instead, the federal government, since the pandemic started, has doled out 7.7 times more money than the grand total of lost wages and salaries caused by the pandemic. That’s according to a former Director of the U.S. Office of Management and Budget. It’s being pumped out in a list of new programs so long that it would be very difficult to compile.
Where’s all this free cash coming from? In part, from the Federal Reserve Bank.
Think for a moment about what that cash source is doing: Yesterday, Federal Reserve Bank Chairman Jerome Powell said current national fiscal policy is “unsustainable.” However, that policy will be continued, he said, until the economy reaches full employment. But that fiscal policy is paying people not to work by funding programs like Cook County’s!
Doesn’t anybody see a problem with that?

The state’s existing buyout program for its own pensions is the precedent for Chicago, which should be a warning: Look out for similar exaggerated claims and shoddy analysis.
Sure, absolutely…money for nothing. Free money. Who doesn’t love the free money…’cuz, ya know “this happens all the time”. And its so real and we can all count on the government to continue to give away more and more. This free money for nothing crap needs to stop…this country simply cannot afford it.
Trump said to much cheering: “The USA will never be a socialist country.” Well, national and global Marxists have been working on it for decades and with the multiple fallouts of the plandemic have been able to greatly accelerate the structural underpinnings.

I can see UBI also being a solution to the long term funding of Social Insecurity. As in replacing a SS benefit based on your work and earnings history with a fixed UBI amount, same as every one else and (much) less than what your SS payment would have been.
Do you really think Social Security will ever be replaced? Has any welfare program ever been replaced?

All former-teacher Preckwinkle is doing here is repeating history, repeating what’s proven to work short-term to secure political support from the uneducated lower-classes. Note our SJW politicians have also gutted public-school educational standards, to assure that critical thinking skills and basic educational milestones are no longer required curriculum, nor basis for evaluating teachers’ effectiveness in classroom. Illinois and Chicago have become horrible places to live and raise a family just so saddened as to what is happening.
Then move out of Illinois.
Nobody is forced to be there.
Progressives act like they have figured out some kind of magic elixir- just give people cash! Like everyone else before was just too stupid to figure out this “remedy”. It doesn’t seem to register with them that maybe they aren’t geniuses, maybe these simplistic ideas DO NOT WORK!!
The same morons who were singing “c’mon people smile on your brother, everybody get together and love one another” back in the sixties. Didn’t work then, they are upping the stakes now. Apparently a lot of us just didn’t grow up and get a clue.
The problem with these types of programs is that it will never be enough. It will never be enough cash. Next, it will “give us your belongings.”
It’s a magic elixir for getting votes. Maybe we can pay for it with a soda tax.

so let me get this straight,i get up very early every morning and work 10 hrs a day to help pay the lazy scumbags that lay on their ass all day and get government assistance,ie,linc cards,free health care,free this and free that,free,free,free,wtf is going on,tired of supplementing all poor,poor,people that are just basically to lazy to get a job to support themselves,and oh yea,part of my check goes to public union employees,so why do i work,might as well quit and get on the public dole like most of chicago,i would love to sleep in and know im gonna get a… Read more »

I have been thinking the same thing in the past few years, TJ. I thought that working hard and enduring excessive stress starting up my own business would at least yield me financial security and a life without worry. As it turns out, my public union betters not only make more money, they work less, have to put up ZERO capital, have full benefits, full luxury retirement, the very best recession-pandemic proof job protection, AND they get to spend time doing a side business or with their families. I love this site, but lately reading it is throwing me further and further into despair. Planning for retirement seems to have been a waste of so many years of my life – our currency just seems like it’s on a path to being worthless.
We can survive a debased currency. But we cannot survive a debased Illinois. Move while you can.
