Stop this madness. Let’s start by mandatory 30 days holding in jail, while everything get documented, or perhaps use the local ICE facility!

All those teenagers should have been arrested. The the parents could be inconvenienced by having to pick them up. If that happens enough, parents might keep track of their kids. Crime needs consequences otherwise crime increases.
Police can fire warning shots and disperse the crowds. Stop making excuses.
Any bets Mr. Hale and his daughter ( maybe) voted for this and will again at the next opportunity? Perhaps Mr. Hale knows the woman that had a clear view of the “ funnin’ youths “ that stomped her car into submission but refused to give testimony? Well, you’ll always have your benign, inspiring yard signs.
Youths are like a plague of locusts from the
