Harvey City Council moving to declare suburb “financially distressed” – CBS2 (Chicago)

Harvey Mayor Chris Clark outlined years of fraud, corruption, and mismanagement from past administrations which he said have left the city $164 million in debt. Clark urged the city council to start the process to declare Harvey a "financially distressed city" so it can seek state oversight of its finances and a potential bailout.

I thought the name Harvey meant financially distressed. I think it’s in the charter.

Yes Mark,Harvey once was a very nice city, I did business in the mid 70’s.

St. Louis, Dolton, and all others about to join you,
were is the money to come from?

What are the consequences of the State accepting Harvey as financially distressed? I assume budgeting, control and oversight obtain which may be helpful after years of mismanagement but financial assistance requires separate political action from the State. The State also cannot alter or re-do contracts. Not an easy sell when many municipalities are in poor shape across the State. Look at Peoria, where in 2028 its entire General Fund will be spent on pensions. I question the wisdom of those who state there are plenty of taxes to be raised.
