Remember a guy named Oswego Willy at Capitol Fax says that *all* city workers are essential so none can be laid off. And when someone pointed that librarians could be furloughed because libraries will be closed for a long time, he said the savings were inconsequential, so why bother.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
