What are the consequences of the State accepting Harvey as financially distressed? I assume budgeting, control and oversight obtain which may be helpful after years of mismanagement but financial assistance requires separate political action from the State. The State also cannot alter or re-do contracts. Not an easy sell when many municipalities are in poor shape across the State. Look at Peoria, where in 2028 its entire General Fund will be spent on pensions. I question the wisdom of those who state there are plenty of taxes to be raised.
